Newsoms Housing Authority Plan Ignores Available Federal Funds

Monday, June 11, 2007 :Since San Francisco Mayor Gavin Newsom took office in 2004, the city has failed to apply for $355 million in HOPE VI grants that HUD has made available for upgrading housing projects. Newsom is the only mayor of the past three who has failed to apply for this money, and his Administration does not intend to apply for funds this year either.
To qualify for these funds, the SFHA would have had to seek and receive a waiver from HUD because of its current failing grades for the physical condition of the units and the financial condition of the Agency. Rather than seek a waiver that would highlight the Housing Authoritys decline under his watch, the Mayor gave up the federal money and seeks to fund project upgrades by partnering with private developers and issuing local revenue bonds. The lack of federal money means that hundreds of market-rate condos will have to be approved near public housing sites to subsidize construction of the rebuilt low-income units, speeding the gentrification process.

Mayor Newsoms announcement last Friday of a new partnership between the city and the Housing Authority was a positive, but long overdue, step. Considering that the Mayor appoints all Housing Authority Commissioners and runs the Authority without any interference by his frequent adversaries on the Board of Supervisors, the SFHAs failures over the past four years are clearly his responsibility.

§Budget Battle Becomes Proxy Fight for Nonexistent Mayors Race

Mayor Newsoms recent behavior in the budget fight can only mean one thing hes upset that Supervisor Chris Daly wont run against him. After refusing to spend Dalys affordable housing package that a veto-proof majority of the Supervisors passed, Newsom submitted a budget last week that specifically de-appropriated the money ( see page 329 .) Daly then made a motion, seconded by Tom Ammiano, to restore the $33 million as well as to restore $4 million in proposed cuts to public health by cutting out other parts of the Mayors budget, like money for Community Courts and the 311 center. In a hysterical press release, Newsom reacted by calling it the most transparent move in recent San Francisco history, and urged other Supervisors not to jump off this cliff. Meanwhile, the Mayors budget only provides a 2.4% cost-of-living adjustment for non-profit employees who contract with the City, although they get paid substantially less than City workers. But based on a favorable response after non-profit employees lobbied the Supervisors on June 7th, it looks like at least that part of the budget will be spared from partisan politics. The Supervisors will push the Mayor to up non-profit salaries an extra percentage point or two.
