EAST BAY ROUNDUP San Pablo ORDINANCE BANS CANNABIS CLUBS: The San Pablo City Council, without debate, approved an ordinance that prohibits medical marijuana dispensaries, popularly known as cannabis clubs. The council voted 5-0 on Monday, waiving a second reading of the ordinance, which the council approved the first time Nov. 6. The lone speaker from the public noted that state law recognizes a medical use for marijuana and urged the council not to prevent patients from getting their medicine. The federal government considers marijuana an illegal drug with no medical use. -- Tom Lochner
