I don't have any money for this, but someone else might. It seems that based on the defeats at the polls of various health care oriented initiatives (prop 86 Health Care for All and an appeal to the voters about former Gov. Deukmejian's legislation requiring all employers over a certain size to provide health insurance) that it is clear that the people of California will need to be extensively educated about the dismal state of the current health care system before they will vote for any progressive change.

I propose that the following initiative be put before the voters in 2008: Require that all employers with 20 or more employees in the state of CA who offer health insurance to their employees post the plan details on their website and make such doccuments available to all employees, contractors and job applicants. For those job applicants not able to access the web, or for those who have for whatever reason not been notified of the plan details before a job offer is made to them, those prospective employees have a minimum of 48 hours to review the plan doccuments before accepting a job offer. No penalty may be imposed upon the prospective employee for excercising the 48 hour option. The plan details must include at least: The cost of the plan to the employee, both as a full time worker and as a COBRA or cal-COBRA participant, the copays and coverages for doctor's visits and medication, as well as any items that are not covered under each plan offered by the employer. No category of employer, except the federal government, is expempt from these requirements. Contractors doing business with the federal govt. are NOT exempt. Those employers who contract out their health care plan must still provide a means for all job applicants to access the plan doccuments at the sub-contractor's website or by other means.
