Oakland City Council Moves to Undercut Measure Z - Again
"Bizarre" resolution seems intended to push marijuana sales and
distribution into private homes -
Z advocates vow to turn out in force at Tuesday's council meeting
The Oakland City Council will vote on Tuesday on a bizarre proposal
by the city attorney to limit the scope of Measure Z and push sales
and cultivation of marijuana into private homes and. The initiative,
which passed in November of 2004 with 65.2% of the vote, makes
"private, adult marijuana use, distribution, sale, cultivation, and
possession" the city's lowest enforcement priority. The purpose of
the initiative as stated in the text was "to keep marijuana off the
streets," and move it into a regulated private venue. But the city
attorney's new proposed definition equating private with
noncommercial will only serve to drive sales right back there, or
into people's homes, instead of into private clubs and regulated
businesses as intended by the voters.
City officials have come under fire in recent months for their
obstruction and delay in implementing Measure Z. Law requires the
nine council members, as well as the mayor, city auditor and city
administrator to appoint representatives to a Community Oversight
Committee charged with implementing the law. However, more than a
year after Oakland voters passed the measure, only four of the eleven
officials had complied.
